We are looking for someone with suitable IT skills to help us set up and
develop this project - initially on a voluntary basis, there would be the
opportunity to seek funding for a salaried post. Chris mercer Evangelistic Concert Tour in Romania 2006Romania...NorthI minister here in a very traditional atmosphere...They do not allow women to preach or lead but I have been invited in.....and given an open door I well maybe I should take up cross stitch again...lolol...but no I know this time God has sent me to break down those walls of tradition , gentle as a dove...for the sake of the youth and those who yearn for the Spirit and for more than they have and my voice, via the Holy Spirit, will be used to do this .... This is also a faith mission...I receive no payment or expenses, we must fund flights, petrol , publicity and accomodation in part so do cover us in prayer that our resourses be met. I travel with Howard Measham from Seer Ministries UK and Ionel Dragan who heads up the Romanian team.... I am praying that it will be a value time of experience and joy both on the tour and amidst the presence of God. The Romanians involved are really running with this, so it is exciting. Wirral Biodiversity ForumI am pleased to be able to invite you to the fifth Wirral Biodiversity Partnership Forum taking place from 11am - 1pm on Saturday 4th November at Birkenhead Park Pavilion. The theme of the morning is URBAN BIODIVERSITY. The speaker is Mathew Frith from the Peabody Trust. Mathew is an expert in urban wildlife and sustainable housing. He is a lively and entertaining speaker. His talk is entitled 'Greening the Cities' and contains many illustrated examples of good practice from this country and further a field. A sandwich lunch and an informal tour of the Birkenhead Park restoration will follow the talk. Displays can be erected on the day from 10am or by arrangement from Friday afternoon. WHAT NOW FOR NEW BRIGHTON?One consequence of the Secretary of State's refusal to grant planning consent for the New Brighton Waterfront scheme is the loss of nearly £13m of public sector funding to support public realm and the Theatre elements of the development. Since the decision, Neptune and Wirral Council have been working with officials responsible for administering the funding programmes to find a way of saving some of the investment for New Brighton. After lengthy negotiations, the Mersey Waterfront Initiative and the Northwest Development Agency have agreed to consider supporting a redevelopment and extension of the Theatre, and Government office North West have agreed to consider providing match funding for the scheme. Their consideration is conditional on there being certainty over the planning situation for the Theatre by the end of October, Wirral and Neptune contributing funds to support the scheme and Neptune submitting proposals foe a second phase of works for the development of the New Brighton Waterfront in due course. Neptune has therefore submitted a planning application for the redevelopment and extension of the Theatre together with the development of a leisure and apartment scheme on the adjoining site, the latter being required to provide financial support for the Theatre element. The detailed design has been extracted from the earlier application and was supported by the Secretary of State and the Planning Inspector. If planning consent and funding are secured, it is intended that works will commence in April next year with a view to the theatre reopening for Christmas 2008. Neptune Developments Statement. THE SECRETARY OF STATE'S REPORT ON THE NEPTUNE DEVELOPMENTThe decision letter from the Secretary of State regarding Neptune's New Brighton scheme provides clear guidance on the steps needing to be taken to improve the proposal and provides a clear invitation to revisit the detailed design and submit a revised scheme. Perhaps the most important statement she makes is that she fully supports the objective of development and regeneration of New Brighton. She makes a number of statements about what she considers to be acceptable within the context of the overall scheme. She highlighted that the scheme learnt lessons from earlier big schemes which faltered because they were not economically viable and could not be delivered. The Secretary of State agreed that retail and residential elements would be needed to support the quantum of new leisure facilities and improvements to the public realm proposed. She shared the view that leisure facilities at New Brighton needed to be enhanced and extended if the resort is to be more attractive in the future to visitors, and retain a higher proportion of expenditure available locally. She gave considerable weight to the regenerative benefits of the scheme in terms of the improved public realm and leisure facilities but she wished to be assured that these benefits will be secured. Therefore she considered that, to be acceptable, the Development Agreement would need to demonstrate more clearly that all elements of the scheme would be implemented. On housing matters, she concluded that the residential element of the development is required to ensure the viability of the overall scheme. On the supermarket, she concluded that, in the particular circumstances of the case, those elements in favour of the proposal outweigh her concerns about a lack of quantitative need for the food elements. On transport she agreed the scheme is in accord with planning policy and the amount of car parking proposed was acceptable. On flooding she considered that the safety aspect of the proposal has been adequately demonstrated. On the historic environment issues the Secretary of State concluded it may be necessary to build on the site of the existing Marine Lake. She accepted that this could result in an impact on the views of the lighthouse and the fort together, but considers that with good design and a reduced massing of particularly the retail and residential elements, the impact could be limited. It is regarding detailed design matters that she has turned the scheme down. She accepted there are some positive design aspects of the scheme, particularly the theatre and the adjoining apartment block on Town Square, and the new Marine Lake and other public realm improvements. However, her main concern related to the excessive massing of the foodstore and waterfront residential block proposed for part of the Marine Lake site. She goes on to say that a redesign of the proposal that would result in a reduced massing and a more appropriate scale could create a more open aspect preserving some of the existing character. A more permeable, better integrated layout of this element, which opens up the waterfront to the promenade is, in her opinion, achievable. In summary the Secretary of State is saying that if the following actions are carried out a scheme should be acceptable.

is currently reviewing options with the Council for revising its
proposals to address the Secretary of State's concerns.
NEW BRIGHTON COMMUNITY PARTNERSHIP AND THE DEVELOPMENTThe Partnership's role as regards the Neptune Development is to inform and consult the community and to take forward the majority view expressed. In 2002 when the plans were first made public the Partnership informed and consulted the community through our Questionnaire and then made public the majority view of those who responded. In 2004 when the plans were dramatically changed the Partnership again informed and consulted through a Questionnaire and again made public the majority view of those who responded. The results of both these Questionnaires were made known to the Planning Committee and then the Planning Inspectorate. At the present time the Partnership is waiting for Neptune Developments and Wirral Borough Council to decide what will happen next . When this is clear we will again fulfil our role of informing and consulting the community. Until then there is no value in the Partnership joining in speculation and comment. Using local stories and traditional tales as it's base, the production opens with an archaeological dig, then goes on to introduce some Viking marauders, 18th century smugglers, War-time survivors and swinging-sixties icons - to name but a few. The production will run 25th -28th October at the YMCA in Manor Road Wallasey and rehearsals are now taking place. To raise the profile and get everyone thinking about the Promenade, New Brighton Community Partnership have arranged for a short presentation about the history of that part of the prom. This will take place on Thursday 28th September at 7 pm at Vale House Café and will last for about three quarters of an hour. On Saturday 30th of September you are invited to join us as we walk from Seacombe Ferry to New Brighton. We meet at 11 am in the Car Park at Vale Park. A bus will take us to Seacombe Ferry and tea and toast will be provided when we get back to Vale Park. Let's hope the weather is fine!! Both St James and Emmanuel will be celebrating by decorating the churches with food and fruit, raising the roofs with a few good hymns, as well as distributing produce to those in need be they less well off, or suffering ill health. Why not join us and perhaps contribute to the kind of development and growth in New Brighton that God seeks? The Haven on Seabank Road celebrated it's 26th Birthday this year. Started back in the Spring of 1980 The Haven as well as serving teas, coffee and snacks has been a safe Haven for people to come in and relax for a while. As part of the work of New Brighton Baptist Church The Haven has also been a source of good quality Christian literature to the local Churches and community as well as being a Fairtrade stockist. Staffed by both members of N.B.B.C. and of other churches in the area The Haven has been a valued part of the New Brighton community. A recent refit has given the place a new lease of life, with fresh ideas being tried to better serve the wider community. Early September will see the opening of a Youth Cafe which will provide a safe Haven for the young people in our community. Neighbourhood Watch NewsThe Imperial Avenue Neighbourhood Watch Group came together nearly two years ago following neighbours sharing concerns over the ongoing poor behaviour of some young people in the locality. Over a period of time damage was being done to cars and front garden and windows broken by aggressive games of street football, trespassing was taking place as youngsters took it upon themselves to retrieve footballs from back gardens by climbing over walls, groups congregated on street corners and became noisy and misbehaved, throwing stones and sometimes behaving in a threatening manner to passers-by. Request to desist from such behaviour was often met at best with truculent dispersal and at worst with further abuse from those concerned. It wasn`t happening all the time or even every day but enough to have become a recognisable problem.Its a shame really that this had to be the catalyst for the NW group, because it clearly shows poor parenting. Presumably no one would want their child to behave in a manner which demonstrates complete disregard for others, and nor presumably would those parents want their child to be in danger from hanging around on the street - mixing with who knows and putting themselves at risk from passing traffic and the unknown dangers of entering unfamiliar property. Its part of a parents responsibility to ensure their child is behaving appropriately, is suitably supervised and safe from danger. Its plain that if you don`t know where your child is then you`re not doing your job as a parent properly, because you don`t know what`s happening to them. As it turned out, the neighbours comparing of experience made it clear quite quickly that in fact there were two or three youngsters who were always at the centre of everything that was going on. Not "ringleaders" but "just there". Following some disappointing contact with parents ("not my problem"), liaison with local agencies - the Community Safety Team ,Victim Support, Anti Social Behaviour Team and contact with the Community Support Officers, local councillors and so on, led to a resolve to consistently report to the police the sorts of behaviour that were causing damage and repeated real annoyance and disturbance. At the same time investigation was undertaken by the group as to what facilities are available locally for youngsters - these being passed on with some (limited) success to the children themselves. And there lies the key to Neighbourhood Watch. Its not just about keeping an eye on a neighbours house when they`ve nipped out to the shops or gone on holiday. But neither is it about blaming someone else for the things that are going wrong. Its about using it to start to make changes so that everyone can feel a bit safer and that everyone can begin to feel like they`re part of a community. Its about trying to help to protect the more vulnerable members of our locality so that they don`t have to feel threatened and too scared to do or say anything. Its about coming together to make the sort of community we want to have rather than having a community that we don`t want forced on us by a minority. Its about tolerance and respect for everyone. Personally I`d recommend NW groups to all local areas as a good way of finding out what the common problems are, who it is that`s causing them, and as a way of seeing potential problems ahead and dealing with them before they`re allowed to develop. We intend to expand our membership and I`d be interested to hear from anyone in the area bordered by Withens Lane/Strathcona Road/Penkett Road/ Zig Zag Road area who is interested in starting a NW, is already running one or wants to join the one we have already.
